As a result, contracts become subject to European tendering rules sooner. For local authorities, healthcare and education, the consequence is clear: you gain more formally awarded contracts. Each contract comes with its own milestones, renewal moments and end dates that you must demonstrably manage. The 2026 procurement thresholds therefore affect not only your procurement procedure, but above all your contract portfolio after the award.

The tender is complete, the supplier has been chosen. And that is precisely the moment when the work most organisations underestimate begins.

What changes about the procurement thresholds from 1 January 2026?

The new European threshold amounts apply to the 2026-2027 period and are applied automatically in TenderNed. Above these amounts, you are required to tender at European level.

Works: €5,404,000

Supplies and services, central government: €140,000

Supplies and services, decentralised government: €216,000

Social and other specific services: €750,000

The amounts are lower than in 2024-2025, particularly for works and for supplies and services. Internal thresholds often sit well below these figures. Many organisations apply €50,000 for single-source services. For a local authority, healthcare institution or education organisation, a lower threshold means one thing: contracts that could be awarded nationally or privately last year now fall above the European threshold.

Lower thresholds mean more contracts awarded at European level

Every contract that crosses the threshold because of the reduction ends in a formally awarded contract. Not in a loose arrangement or a purchase order, but in a contract with award conditions, performance requirements and a firm end date. Your contract portfolio grows, and the weight of each contract does not shrink to match.

Take a contract manager at a mid-sized local authority who managed 40 tendered contracts last year. Because of the lower thresholds, contracts that previously fell outside the European regime are added this year: green space maintenance, smaller cleaning lots, specialist services. Each one a contract with renewal options, indexation agreements and reporting requirements. More contracts, the same person, the same spreadsheet.

Why a tendered contract demands more monitoring

A European contract award formally sets out what needs to happen. That is precisely why you cannot let it go after the signature. The commitments you must demonstrably meet keep piling up.

Award conditions the supplier was selected on, which must also be delivered after the award

Performance requirements and SLAs that are measured periodically

Milestones and interim deliverables

Renewal options with a final decision date

Indexation agreements that feed into the costs every year

An end date after which you must tender again

Miss a renewal decision, and you find yourself tendering again under time pressure or running a risk of non-compliance. Let a contract roll over silently, and you are locked into conditions you never renegotiated. The tender is a moment. The contract runs for four years.

The real workload begins after the award

Almost all information about the 2026 procurement thresholds stops at the award. That is exactly where contract management starts. Renewal decisions, scope changes, indexation corrections and SLA monitoring run for years and require active steering.

Things go wrong where most organisations manage it: in spreadsheets, in scattered folders and in the head of a single employee. With framework agreements, the accumulated value adds to this. If a framework agreement grows beyond the tendered estimate through orders, you face a scope question that no one monitors as long as the contract data is fragmented. And as soon as that employee leaves, the knowledge about the contracts walks out the door with them.

Lower thresholds primarily increase the number of contracts, not the complexity per contract. More obligations, then, with an equal or greater monitoring burden and the same staffing. Without a central overview, that difference becomes painfully visible at the first audit.

What this means for local authorities, healthcare and education

In the public sector, the duty to account is added on top of the monitoring burden. You must not only have control, you must be able to demonstrate compliance.

Local authorities: transparency and lawfulness are central. Every missed renewal decision or exceeded framework agreement is a finding in the audit.

Healthcare: budget pressure makes every missed saving painful. A contract that renews silently on worse terms directly costs money that is needed elsewhere.

Education: contracts often span dozens of buildings. Without an overview of which SLAs are being met and which end dates are approaching, an audit becomes a search through folders.

Want to know more about how this plays out in your sector? Read on via the page for local authorities and government.

From threshold to dashboard: control over a growing portfolio

The answer to more tendered contracts does not begin with a stricter procurement procedure, but with one place where end dates, open actions and performance per contract come together. Once your contract data sits centrally, a larger portfolio is no longer a bigger problem. Renewal moments come into view in time and indexations are flagged before they take effect. SLA performance is visible per supplier.

That is exactly what the Contract Dashboard from GRIP is built for. Based on the CATS CM method, you reduce the obligations from each awarded contract to actions with deadlines. During an audit, you show in a single overview that you can demonstrate compliance, instead of having to search through folders. Because you work with sensitive contract data in the public sector, GRIP is ISO 27001 certified for information security.

The tender is sorted. The question is whether you monitor the contracts that come out of it just as well. See how GRIP solves this.

From 1 January 2026, the European procurement thresholds for 2026-2027 have been lowered.
